well not to be aggressive or anything but the way you word it seems like you didn't even read my reply past the "pessimism" part, this doesn't change the fact that I agree with you though. I'd love to be wrong but I'd bet the farm that I'm not. If they can find a way to sell more units that gives them a chance to sell even more shark cards, they are going to do it. Like any for-profit business, R* doesn't give a F- about anything except $$$. This has been the trend for quite some time now.

I assume a lot of PC players would be confused or annoyed at R* for ditching them despite being well over able to run whatever they're thrown. It would be a serious arrow in the knee (or was it shot in the foot? idk.) if R* decided to only give it to next gen consoles purely because of how little the next-gen console community is at the moment. See that's a pessimistic yet fairly realistic (especially in R*'s case) assumption yet I seriously don't see why it wouldn't come to PC, there are no hardware restrictions, I'm willing to bet (without research) that the PC community is the largest purely because of Steam, the EGS Giveaway, FiveM and other modding capabilities. The console manufactures don't mind this either because they get a cut of every game sold. The exclusive content will help R* cash in with the next gen consoles.
